Most people in NSW have heard of the NDIS when it comes to funding mobility equipment and home modifications. But there's another major funding pathway that many people don't know about — EnableNSW, which operates through icare.
If you or someone you care for has been seriously injured in a workplace accident or road accident in NSW, EnableNSW may be able to fund a stairlift, mobility equipment, or other home modifications to help you live safely and independently at home. This guide explains how it works.
What Is EnableNSW?
EnableNSW is a program run by icare (Insurance and Care NSW) that provides assistive technology, home modifications, and vehicle modifications to people in NSW who have been seriously injured. It operates under two main schemes.
The Workers Compensation scheme covers people who have been injured at work in NSW. If your workplace injury has resulted in a permanent mobility impairment that makes it difficult or unsafe to use stairs, you may be eligible for a funded stairlift or other home modification.
The Motor Accident Injuries scheme covers people who have been injured in a road accident in NSW. This includes drivers, passengers, pedestrians, and cyclists. If your road accident injuries have left you with mobility limitations, EnableNSW can fund equipment and modifications to support your recovery and long-term independence.
The Lifetime Care and Support Scheme is for people with the most serious injuries from road accidents — typically traumatic brain injury, spinal cord injury, amputations, or severe burns. Participants in this scheme receive lifelong support including home modifications, equipment, and ongoing care.
What Can Be Funded?
EnableNSW can fund a wide range of home modifications and mobility equipment. For stairlifts and access solutions, this includes straight and curved stairlifts for indoor and outdoor use, platform stairlifts for wheelchair users, wheelchair ramps, handrails and grab rails, bathroom modifications for accessibility, and other structural changes to improve access within the home.
For mobility equipment, funding can cover manual and powered wheelchairs, mobility scooters, walking frames and aids, and other assistive technology related to your injury.
How Is This Different From the NDIS?
The key difference is eligibility. The NDIS is for people under 65 with a permanent and significant disability regardless of how the disability occurred. EnableNSW through icare is specifically for people injured in workplace or road accidents in NSW, regardless of age.
If your mobility impairment was caused by a workplace or road accident, EnableNSW may be the more appropriate funding pathway. In some cases, people may be eligible for both — your situation will determine which scheme applies.
Another important difference is that EnableNSW is a NSW-specific program. It only covers people injured in NSW under NSW workers compensation or motor accident schemes. If your injury occurred in another state, different schemes apply.
How to Apply for a Stairlift Through EnableNSW
The process is similar to the NDIS pathway but runs through icare rather than the NDIA.
Step 1: Speak to your case manager. If you're receiving workers compensation or motor accident injury support, you'll have a case manager through your insurer. They are your first point of contact for requesting home modifications. Let them know you need a stairlift or home modification assessment.
Step 2: Occupational therapy assessment. An occupational therapist will assess your home and your functional needs. They will document why a stairlift or modification is required and prepare a recommendation report. This is similar to the NDIS process.
Step 3: Get a quote. Bespoke Mobility can provide a detailed quote for the stairlift supply and installation. We will assess your staircase, recommend the right stairlift model, and prepare the documentation required by icare.
Step 4: Approval and installation. Your case manager and insurer will review the OT report and our quote. Once approved, we schedule the installation. Timeframes vary depending on the insurer and the complexity of the modification, but we work to get installations completed as quickly as possible.
What If I'm Not Sure Which Scheme I Fall Under?
It can be confusing to work out whether your situation falls under workers compensation, motor accident injuries, the Lifetime Care and Support Scheme, or the NDIS. If you're not sure, here's a simple starting point.
If your injury happened at work in NSW, contact your employer's workers compensation insurer or call icare on 13 44 22.
If your injury happened in a road accident in NSW, contact your CTP (compulsory third party) insurer or call icare on 13 44 22.

Can I Use EnableNSW Funding for Equipment Hire?
In some cases, yes. If you need a temporary stairlift while recovering from surgery or during rehabilitation, your case manager may be able to approve short-term hire rather than a permanent installation. Bespoke Mobility offers stairlift hire services (only on straight stairlifts) across NSW which can be a practical option during the recovery period.
